The Urban Planning for Kaohsiung New Town which constituted in 1994 is the land use plan which guides Kaohsiung New Town 's development in the medium term over the next 10 to 15 years. It is reviewed every three to five years and translates the broad long-term strategies of the master Plan into detailed plans to guide development. Considering the city transformation under the influence of consolidation of Kaohsiung city and county, the Construction and Planning Agency (CPA) has accomplished the second periodical overall review of the urban planning for Kaohsiung New Town in 2008. The City Planning Commission of Ministry of Internal Affairs held 10 project examination meetings and finally approved the overall review on Feb 7th, 2012. Summarized contents of the second periodical overall review of the urban planning for Kaohsiung New Town are as follows:
- Altering 4 hazard lands(Chao-to 4th Cemetery, 2 districts for environmental protection facilities, district for natural gas facilities) for non-polluted industrial-used land in order to upgrade the technology for industry.
- Altering a market land for commercial use in order to provide various opportunities for private sectors' investments.
- Altering administrative and transportation districts for commercial use in order to enhance the functions for CBD.
- Altering sewage treatment district for residential use and park in order to provide better living environment.
- Widen the green belts along the high way in order to avoid the interference of traffic noise and polluted air.
- Loosen the regulations of land use and building constructions.
