研究報告摘要(中英文): 摘 要關鍵詞:國土規劃、永續發展、整合性流域管理、生態系統管理、保育一、研究緣起國土規劃為關乎整體未來的大政策,影響深遠廣泛。而國土計畫法草案賦予流域特殊功能區地位,未實質成為空間規劃主體。流域含括水土林和生物等資源與生態環境,更與人文體系緊密關聯,所涉及的非僅屬水資源問題,應整體系統化剖析與規劃管理。台灣河川流域問題嚴重,本研究循整合性流域管理觀念主軸,依系統概念研擬國土規劃下流域問題對策。期透過所選流域的研究,提供流域規劃管理系統整合實際操作範例,作為國土與自然資源規劃、整合管理策略建立、與永續發展政策研擬的基礎。二、研究方法及過程首先探討重要觀念與流域問題相關理論,包括永續發展、生態系統、整合性流域管理、與生態系統管理。認為生態永續才能發展永續;而流域作為完整的生態系統,應結合生態系統管理,進行整合性流域管理。再分析頭前溪流域自然與人文特色、現況、與趨勢,並評估其生態品質與環境衝擊來源。另檢討現行河川流域管理做法、相關法令,以及在國土計畫體系之定位,蒐集並分析國外相關管理制度與做法,進而主要管理課題。研究認為台灣流域內的各種繁瑣問題,可總結為生態問題,須從結構上逆轉。三、重要發現及建議事項因此,研究以永續發展為長期目標,依據整合性流域管理和生態系統管理觀念,針對河川流域作為國土空間規劃單元,研擬結構性空間分區規劃方法,藉此建構符合生態永續、系統整合的長遠空間對策。並以頭前溪流域為案例,進行實地規劃模擬。期能以此構想,經由空間結構性調整,建立永續台灣底層結構,從根本處解決整體生態環境與自然資源複雜問題。另亦針對各種規劃所擬分區,提出配套管理對策。結論認為,以河川流域作為國土規劃管理空間單元,可將社經發展融入自然機制中,且能簡化空間規劃,建立系統化空間與功能結構。藉由流域水系連結不同層級子流域,除可合理有效建構不同尺度的空間系統關連,形成流域內網狀空間系統,反應自然系統互動;也可透過流域系統對外與海岸產生外部互動。此一策略,應有助於完成保育與發展互動的完整體系,亦能提升整體管理效益與效率。建議包括:開發導向的區域計畫法不適合主導國土規劃;可以河川流域作為子計畫6-國土發展問題探討與空間因應對策之研究 XIV 國土規劃空間單元;應考慮整合行政疆界與流域自然疆界;及衝突區如原住民保留地管理和水源保護與取水口位置調整芻議。
摘要 XV ABSTRACT Keywords: national land planning, sustainable development, integrated watershed management, ecosystem management, conservation National land planning has wide influences on long-term future. The proposed National Land Act assumes watershed as special functional area without realistic role on spatial planning. However, watershed is one naturally defined system highly interrelated among resources and ecological components, and cultural elements as well. Involving not merely water resource, its problem analysis or management and planning requires system integration. This study is dedicated to making strategies for watershed, based on the concept of integrated watershed management and system analysis. It tries, by a river basin example, to present a practice model for system integration of watershed management and planning. It may be helpful for national land planning, or sustainable development policy making. The study firstly confirmed that: ecological sustainability ensures development sustainability; integrated watershed management coupled with ecosystem management concept is required. It analyzed sample river basin, Tou-Chiang Creek, on its characteristics, current conditions and trends, assessing its ecological quality and the sources of stresses. The study further analyzed the practices and regulations of river basin management, its role on national land planning system in Taiwan, and the river basin management policy of foreign countries, so as to find the root issues for river basin. It emphasized that ecological problems were the major issue of Taiwan. A structural reversion was hence suggested. By taking sustainable development as the long-term goal, integrated watershed management and ecosystem management as conceptual basis, and river basin as spatial unit of national land planning, this study tried to build a framework to execute structural spatial planning. The approach was created to set long-term strategy conform to ecological sustainability and system integration. Through applying to the sample river basin, we could eventually solve the complex ecological and natural resource problems. Meanwhile, the study also presented a set of management strategies for each planning subdivision. By linking different orders of basin, we might reasonably set systematic relationships of various scales, and accordingly form a network system inside river basin. The interaction with the coast could also be linked. Such a system strategy may improve the conflicts of conservation and development, and making management more effective and efficient. Suggestions include: development-oriented Regional Planning Act is not feasible; river basin may be considered as planning unit; adjusting institutional boundary may be required. It also proposed the view and strategies regarding the conflict hot spots with aborigine area and the water resource withdraw locations and protected areas.
